Dhruv Mehrotra: We were careful that we do not hold 911 data as a perfect matter, because it sometimes just sounds, sometimes they are just a medical emergency. These calls therefore only hold times when emergency can be wrong or are adequately identifiable to staff to take the phone and fence. But experts and lawyers are quick to express that in every call where many others may be made. In discussions, then, families and families in front of people were arrested, those important discussions gave the context that records were not able to.
